Senator Mullins moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. For Senate Bill No. 313 -- A BILL  to amend and reenact §18-5-45 of the Code of West Virginia, 1931, as amended, relating to school calendar; requiring all six out of school environment days be scheduled after March 1; allowing unused accrued instructional time to count toward the one hundred eighty instructional day requirement when it’s not possible to complete one hundred eighty separate instructional days; requiring emergency rule if necessary; and removing obsolete effective date provision.
